Why This Course Matters
Accurate External Accounts
Direct investment is often the largest item in the financial account and the IIP. Compiling it correctly keeps your external accounts credible and your view of external vulnerability accurate.
Reliable Survey Data
Most direct investment data comes from enterprise surveys that are easy to get wrong. A well-designed survey and register means fewer gaps, fewer revisions and figures your policy teams can trust.
Better Investment Policy
Sound FDI statistics show where investment comes from and which sectors it reaches. That evidence helps government and investment agencies target promotion and assess the impact of incentives.
Programme
Day 1
Direct investment concepts & the 10 percent threshold
You will learn the core concepts of direct investment, including the 10 percent voting threshold, the Framework for Direct Investment Relationships, fellow enterprises and the directional principle.
Day 2
Business registers & survey design
You will build and maintain a register of direct investment enterprises, drawing on company, tax and investment agency sources, and design a survey questionnaire suited to local respondents.
Day 3
Equity, debt instruments & reinvested earnings
You will compile equity and debt positions and transactions, calculate reinvested earnings and investment income, and apply valuation rules for listed and unlisted equity at market or book value.
Day 4
Compiling BOP flows & IIP positions
You will reconcile flows and positions, record DI in the balance of payments and IIP, and prepare data for the Coordinated Direct Investment Survey using practical exercises on sample returns.
Day 5
Data quality, SPEs & dissemination
You will run quality checks and bilateral asymmetry comparisons, treat special purpose entities correctly and draft a dissemination note that explains your direct investment statistics to users.
Standards & Faculty Benchmark
IMF BPM6 & BPM7
The IMF Balance of Payments and International Investment Position Manual, sixth and seventh editions.
OECD Benchmark Definition of FDI (BD4)
The OECD's detailed standard for measuring foreign direct investment, consistent with the BPM.
IMF Coordinated Direct Investment Survey
The IMF's global survey of direct investment positions, supporting bilateral comparison of data.
BPM, BD4 and the CDIS are the standards the IMF and OECD use to judge and compare direct investment data across countries. Compiling to them from the start means your figures line up with partner-country data and need less correction later.
