About This Event
“Step back from the in-tray and set the people agenda your governor needs.”
A dedicated PAC retreat for heads of HR in central banks and ministries of finance. Over three days, in a small closed-door setting, you will test your people strategy against peers facing the same pressures, from pay and retention to digital HR and culture change, and return with a sharper agenda.
What You'll Explore
A peer-benchmarked view of your HR operating model and its gaps
Practical lessons from peer case clinics on reward, culture and digital HR
A 12-month people agenda linked to your institution's strategic plan
A shortlist of human capital metrics to report to your executive
A regional network of HR heads and a named accountability partner
Who Should Attend
Open to all qualifying staff, particularly: Heads and Directors of HR, Deputy Directors of HR, Heads of Organisational Development, Chief People Officers in ministries of finance.
Why This Course Matters
Trusted Peer Exchange
Heads of HR rarely get candid time with counterparts who carry the same mandate. A closed-door setting lets you compare what works and what failed, without the filter of a formal conference.
A Seat at the Table
People strategy now shapes whether central banks deliver on digital, climate and supervisory goals. HR leaders who frame issues in strategic terms earn a stronger voice on the executive committee.
Space to Think
The day job leaves little room for reflection on where the function is heading. Structured time away produces clearer priorities and a plan you can take straight back to your leadership team.
Programme
Day 1
The people agenda & the institution's strategy
You will map how your institution's strategic plan translates into people priorities, benchmark your HR operating model with peers and identify where the function adds most value to the executive.
Day 2
Culture, reward & digital HR in practice
You will work through peer case clinics on pay and grading, culture change, HR technology and analytics, drawing lessons from institutions that have already modernised and those still starting out.
Day 3
Personal leadership & the 12-month agenda
You will reflect on your own leadership as head of function, agree a 12-month people agenda for your institution and set up peer accountability partners to keep momentum after the retreat.
Standards & Faculty Benchmark
CIPD Profession Map
CIPD standards for strategic HR leadership frame the operating-model benchmarking on Day 1.
ISO 30414 Human Capital Reporting
Human capital metrics guidance supports the discussion on reporting people outcomes to the board.
ISO 45003 Psychological Health at Work
Guidance on psychosocial risk informs the culture and wellbeing case clinics.
Your executive committee and board expect people decisions backed by recognised practice. Grounding peer discussion in CIPD, ISO 30414 and ISO 45003 gives you a common language with counterparts and a defensible basis for proposals you take home.
Is This Right for You?

- ☑You lead HR in a ministry of finance or financial regulator
- ☑Your institution is rethinking the role of HR at executive level
Good to Know

The Bottom Line
Three days away from the in-tray, and a people agenda you can take straight to your executive committee on Monday.
