About This Event
“Apply the global FMI standard to the systems your region actually runs.”
A five-day regional delivery of the PAC FMI Principles and Practices curriculum. You will work through the PFMI, the disclosure framework and the assessment methodology with peers from neighbouring jurisdictions, using regional payment and settlement systems as case material, including cross-border links and cooperative oversight.
What You'll Explore
A PFMI assessment of a regional case FMI, with observance ratings
A disclosure review checklist based on the CPMI-IOSCO framework
A draft cooperative oversight arrangement for a cross-border system
Cyber resilience checks aligned to CPMI-IOSCO guidance
Working contacts among overseers from neighbouring jurisdictions
Who Should Attend
Open to all qualifying staff, particularly: FMI Overseers, Payment System Policy Staff, Securities Regulators, Regional Payment System Operators, Financial Stability Analysts.
Why This Course Matters
Regional Case Material
Cases draw on payment and settlement systems that participants operate or oversee in the region. Working on familiar systems means lessons transfer straight into your next oversight review.
Cooperative Oversight
Cross-border FMIs and regional systems need authorities to share information and act together. Training alongside neighbouring overseers builds the working relationships that cooperation relies on.
A Consistent Standard
Applying the PFMI the same way across the region reduces gaps that operators could exploit. Consistent assessment means regional systems are held to one clear bar, wherever they are based.
Programme
Day 1
The PFMI & regional FMI landscape
You will map the payment systems, CSDs and CCPs operating across the region, then review the PFMI structure and the responsibilities authorities hold, including those for cross-border links.
Day 2
Credit, liquidity & settlement risk principles
You will apply the PFMI principles on credit, collateral, liquidity and settlement finality to regional case systems, testing whether each could withstand the default of a major participant.
Day 3
Disclosure framework & operator transparency
You will review regional FMI disclosures against the CPMI-IOSCO disclosure framework, spot gaps and weak answers, and draft follow-up questions to put to the operators concerned.
Day 4
Assessment methodology, cyber & cooperative oversight
You will apply the assessment methodology to a regional case, include cyber resilience checks, and design a cooperative oversight arrangement for a system that settles across several jurisdictions.
Day 5
Regional assessment findings & peer defence
You will present assessment findings and recommendations for a regional case FMI and defend them before a panel of peers from other jurisdictions, testing how well they hold up to challenge.
Standards & Faculty Benchmark
CPMI-IOSCO PFMI
The 24 principles and 5 authority responsibilities applied to regional case systems.
PFMI Disclosure Framework & Methodology
The CPMI-IOSCO tools for operator disclosure and authority assessment of observance.
CPMI-IOSCO Cyber Resilience Guidance for FMIs
The 2016 guidance used to extend assessments to cyber governance, testing and recovery.
These are the tools IMF and World Bank missions use when they assess FMIs in your region. Applying them consistently with neighbouring overseers means regional systems face one clear standard and your joint findings carry weight with operators.
Is This Right for You?
- ☑You oversee payment, settlement or clearing systems in the region
- ☑Your institution shares oversight of a cross-border system
- ☑You want to apply the PFMI consistently with your neighbours
Good to Know
Best suited to staff with some experience of payments or FMI oversight; it follows the PAC FMI Principles and Practices curriculum in a regional setting. You leave with a regional case assessment, a disclosure checklist and a draft cooperative oversight arrangement.
The Bottom Line
Leave with a regional assessment you have defended before peers, and the relationships that make joint oversight work.
Recommended For
