About This Event
“Keep control of liquidity and payments when money no longer sits only in banks.”
A practical programme on how CBDC, e-money and stablecoins change the daily work of a central bank. You will examine what digital money does to reserve demand, liquidity forecasting, open-market operations and payments oversight, and redesign operational frameworks so they stay effective as money moves onto new platforms.
What You'll Explore
An adapted liquidity forecasting model that captures digital money flows
A stress-tested view of your operational framework under digitisation
An oversight priority map for e-money issuers and stablecoin operators
A policy note on non-bank access to central bank settlement accounts
An operational roadmap your management committee can review
Who Should Attend
Open to all qualifying staff, particularly: Monetary Operations Managers, Liquidity Forecasters, Payments Oversight Staff, Fintech & Innovation Leads, Financial Stability Analysts.
Why This Course Matters
Liquidity Under Control
Shifts from bank deposits into e-money or stablecoins alter reserve demand and forecasting errors. Anticipating those flows keeps your operating target on track when balances move overnight.
Sharper Oversight
Mobile money, stablecoins and fast payments bring new operators into the payments system. Clear oversight tools mean you can supervise them in proportion to the risk they actually carry.
Future-Proof Frameworks
Operational frameworks built for a bank-only world can fail quietly as money digitises. Reviewing them now gives your institution time to adjust before a stress event forces the change.
Programme
Days 1–2
The digital money landscape & central bank mandates
You will map CBDC, e-money, mobile money and stablecoin arrangements, how each is backed and settled, and which central bank mandates they touch, from price stability to payments and stability.
Days 3–4
Reserve demand, balance sheets & liquidity forecasting
You will quantify how digital money shifts autonomous factors on the central bank balance sheet, and adapt liquidity forecasting models to capture e-money float and stablecoin reserve holdings.
Days 5–6
Operational frameworks & monetary policy implementation
You will test corridor and floor systems, standing facilities and open-market operations against digital-money scenarios, and judge where access to central bank money should be widened or limited.
Days 7–8
Payments oversight, stablecoins & non-bank access
You will apply the PFMI and FSB stablecoin recommendations to domestic operators, set oversight priorities for e-money issuers, and assess the risks of giving non-banks settlement accounts.
Days 9–10
Scenario exercise & operational roadmap
You will run a desk-level simulation of a rapid shift into digital money, then draft an operational roadmap that sets out the changes your institution should make to its frameworks and oversight.
Standards & Faculty Benchmark
CPMI-IOSCO PFMI
Principles for financial market infrastructures applied to payment systems and settlement.
FSB stablecoin recommendations (2023)
High-level recommendations for regulating and supervising global stablecoin arrangements.
IMF Monetary Policy Implementation guidance
IMF work on operational frameworks, liquidity forecasting and open-market operations.
Oversight authorities, the FSB and IMF missions assess digital-money arrangements against these references. Using them to shape your operations means your framework changes are defensible to peers and consistent with how other jurisdictions are responding.
