About This Event
“Plan the failure of a bank now, so it never becomes a failure of the system.”
A two-month virtual course on the legal and operational machinery for resolving failing banks. You will study resolution frameworks and tools, test resolvability strategies for different bank types, and build the crisis-preparedness arrangements, from playbooks to funding, that let an authority act over a single weekend.
What You'll Explore
A draft preferred resolution strategy for a representative domestic bank
A resolvability checklist covering legal, funding and operational barriers
A comparison of resolution tools matched to different failure scenarios
A resolution-weekend playbook tested in a live simulation
A gap analysis of your framework against the FSB Key Attributes
Who Should Attend
Open to all qualifying staff, particularly: Resolution Unit Staff, Banking Supervisors, Financial Stability Analysts, Deposit Insurance Officers, Legal Counsel.
Why This Course Matters
Orderly, Not Chaotic
A credible resolution regime lets an authority close or restructure a bank without a taxpayer bailout. That credibility changes how shareholders and creditors behave long before any crisis arrives.
Resolvability You Can Test
Resolution plans only matter if the bank can actually be split, sold or bailed in. Testing resolvability shows you which legal, funding and operational barriers must be removed while there is still time.
Ready for the Weekend
Most resolutions are executed between Friday close and Monday open. Rehearsed playbooks, valuations and communications are what keep that weekend from turning into a run on the rest of the system.
Programme
Module 1
Resolution regimes & the FSB Key Attributes
You will compare resolution regimes against the FSB Key Attributes, covering objectives, powers, safeguards and the no-creditor-worse-off principle, and identify the gaps in your own legal framework.
Module 2
Resolution tools: bail-in, transfer & bridge banks
You will work through the main resolution tools, including bail-in, purchase and assumption, bridge banks and asset separation, and decide which tool fits which type of failing institution.
Module 3
Resolution planning & resolvability assessment
You will draft a preferred resolution strategy for a mid-sized bank and assess its resolvability, covering loss-absorbing capacity, critical functions, operational continuity and legal structure.
Module 4
Funding in resolution & the deposit insurer's role
You will examine how resolution is funded, from deposit insurance and resolution funds to central bank liquidity, and how least-cost tests and depositor preference shape the options available.
Module 5
Crisis preparedness & resolution-weekend simulation
You will run a resolution-weekend simulation, coordinating valuation, decisions, cross-border contacts and public communication, and review the crisis-management arrangements your authority needs.
Standards & Faculty Benchmark
FSB Key Attributes of Resolution Regimes
The international standard for resolution powers, planning, funding and cross-border cooperation.
IADI Core Principles for Deposit Insurance
IADI principles on deposit insurer mandates, funding and roles in bank failure resolution.
Basel Core Principles (BCP)
Basel principles covering early intervention, corrective action and supervisory powers ahead of resolution.
The FSB Key Attributes and IADI Core Principles are the benchmarks IMF and World Bank assessors apply when they review a jurisdiction's crisis-management framework. Building your plans to them means fewer findings and a regime that markets believe you will use.
Is This Right for You?
- ☑You work in a resolution unit, supervision or deposit insurance
- ☑Your institution is building or reforming its resolution regime
- ☑You want a rehearsed plan, not just a legal overview
Good to Know
Suitable for supervisors, resolution staff and deposit insurers; a working knowledge of bank balance sheets helps, but no legal training is required. You leave with a draft resolution strategy, a resolvability checklist and a tested resolution-weekend playbook.
The Bottom Line
Leave with a resolution strategy and weekend playbook that would still hold together at two in the morning on a Sunday.
