About This Event

“Hold price stability, financial stability and your team together, all at once.”

A two-part hybrid programme for senior leaders who carry the weight of competing mandates. Part 1 sets the diagnostic groundwork; Part 2 is a five-day residential that works through policy trade-offs, stakeholder pressure and institutional change, so you lead decisions that stand up to boards, ministries and the public.

What You'll Explore

A 360-degree leadership diagnostic with a clear personal development focus

A decision framework for making mandate trade-offs explicit and defensible

A stakeholder and communication map for your department's mandate

A change-sequencing plan for a live reform in your institution

A 12-month leadership action plan, challenged and refined by senior peers

Who Should Attend

Open to all qualifying staff, particularly: Deputy Governors, Directors and Heads of Department, Senior Supervisors, Heads of Policy and Strategy, Senior Managers in supervisory agencies.

Why This Course Matters

Mandate Trade-offs

Price stability, financial stability, inclusion and climate now compete for the same scarce attention. Leaders who can frame trade-offs openly make faster decisions and avoid the drift that erodes credibility.

Institutional Credibility

Independence is earned through visible, consistent leadership as much as through statute. When senior leaders communicate with one voice, markets and governments read the institution as steady under pressure.

Leading Through Change

Digital currencies, new supervisory perimeters and tighter budgets are reshaping how central banks work. Leaders who can sequence change bring their people with them instead of losing talent midway through.

Programme

Part 1

Leadership diagnostic & mandate mapping

You will complete a 360-degree leadership diagnostic, map the competing mandates your department serves and agree a personal development focus that carries through into the Part 2 residential module.

Days 1–2

Strategic judgement under competing mandates

You will work through structured decision frameworks and live central bank case studies, weighing monetary, prudential and developmental objectives and making the trade-offs explicit rather than implicit.

Day 3

Stakeholders, independence & public trust

You will map stakeholders from finance ministries to parliament and the media, and rehearse communicating contested decisions in ways that protect operational independence and institutional reputation.

Day 4

Leading change & high-performing teams

You will apply change-management and team-effectiveness tools to a live reform in your institution, covering sequencing, resistance, psychological safety and how to keep performance steady during transition.

Day 5

Leadership action plan & peer challenge

You will build a 12-month leadership action plan tied to your diagnostic results and defend it before a peer panel, the same challenge you can expect from your governor, board or executive committee.

Standards & Faculty Benchmark

BIS guidance on central bank governance

BIS work on central bank governance, independence and accountability frames the mandate sessions.

PAC Leadership Competencies Framework

PAC's six-competency framework anchors the 360-degree diagnostic and the personal action plan.

CIPD Profession Map

CIPD people-practice standards inform the change-management and team-effectiveness sessions.

Central bank leadership is judged against how well you balance mandates while keeping governance clean. Benchmarking against BIS governance work and recognised people-practice standards gives your development plan a vocabulary your board and HR function already understand.

Is This Right for You?

  • ☑You lead a department that serves more than one policy objective
  • ☑You are steering change while keeping day-to-day delivery on track
  • ☑Your institution is building its next generation of senior leaders

Good to Know

Pitched at senior leaders with management responsibility; Part 1 is completed before the residential and both parts are required. You leave with a 360-degree diagnostic, a stakeholder map for your mandate and a 12-month leadership action plan tested by peers.

The Bottom Line

Return with sharper judgement, a clearer voice and a plan to lead your institution through the trade-offs it cannot avoid.
